2007 USBC Annual Meeting delegates face key decisions

Delegates to the second annual United States Bowling Congress Convention for the first time will have a full slate of business to conduct during the annual meeting portion of the March 28-31 events at the Gaylord Opryland Resort and Convention Center in Nashville, Tenn.
The delegates will vote on 17 overall proposed amendments - eight that deal with USBC's national bylaws, three with merged local bylaws, one with non-merged local bylaws, four with league rules and one with tournament rules. One proposed change to the bylaws would have USBC conducting national legislative sessions in even years starting in 2008. Another would require only one association in each geographic area by March 15, 2009.
A third would not allow absentee and proxy ballots at the annual meeting and several offer new options on adult state association dues. Among the proposed league rules is to ratify an interim change approved last August by the USBC Board excluding scores bowled in unopposed pre- or post-bowling from USBC award eligibility.
This is the first time delegates can change bylaws as the approved plan to form USBC in 2004 called for no bylaws to be acted upon until 2007. Delegates only voted on proposed changes to league and tournament rules at the inaugural USBC Convention last year in Orlando, Fla.
Also for the first time, delegates will vote for members of the USBC Board of Directors. The former American Bowling Congress and Women's International Bowling Congress each appointed six directors to the original board in 2004 with a staggered system calling for the terms of four directors to expire in 2007, four in 2008 and four in 2009. The USBC Nominating Committee selected two candidates for each of the four 2007 spots:
These candidates will face each other unless other candidates are nominated from the annual meeting floor. Those elected take the expiring spots currently held by Dr. Louis Floyd, Montgomery, Ala.; Elaine Hagin, Castro Valley, Calif.; Rilla Yeater, Akron, Ohio; and Sonnier. Nailor currently serves on the board as a youth leader director whose term also expires this year.
Delegates also will choose between two proprietor candidates presented by the Bowling Proprietors Association of America. They are BPAA past president and current USBC Board member Jack Moran, Canandaigua, N.Y., and BPAA Vice President Jim Sturm, Dunbar, W.Va.
Delegates will be able to hear and see the candidates before the election in the Meet the Candidates session at 4:45 p.m., Friday, March 30.
